Foreign Office to China Association,
YOU recently called at this Office and inquired as to the present position of the
Foreign Office, April 8, 1905. Whangpoo Conservancy scheme, and whether Heer de Rijke had been appointed chief engineer for the execution of the proposed improvements on that river.
I am directed by Lord Lansdowne to inform you, in reply, that His Majesty's Government have agreed generally to the latest proposals of the Chinese Government
on the subject.
The concurrence of His Majesty's Government is, however, subject to the stipulation that the provisions of the Protocol of the 7th September shall, ipso facto, revive if the work is not being properly carried out to the satisfaction of the Diplomatic or Consular Representatives of the Powers concerned, and also in the event of the default of China to provide the necessary funds.
I am to add that, so far as Lord Lansdowne is aware, no decision has yet been
arrived at in regard to the appointment of the Chief Engineer.
A further communication will be addressed to you in reply to your inquiry on the subject of the amended Regulations for the protection of trade-marks in China.
